Enrollment Projections

LSAT groups across DCPS have been asked to comment on the DCPS enrollment projections.  Josh shared projections from DCPS for Payne and Principal Byrd’s requested adjustment to them. Two years ago, the enrollment was 324.  The projection for SY22-23 was 308.  The projection for SY23-24 is 316.

Principal Byrd’s only requested adjustment was the addition of 20 PK4 students, which she clarified is her request to the district for an additional class of PK4 students.  This enrollment adjustment is not guaranteed for next year but has been requested.  Principal Byrd stated the class is needed to alleviate the long waiting list.  The reason it had not been added previously was for lack of space in the building.  However, last year DCPS changed the feeder pattern for Behavior and Educational Support (BES) classes, leaving Payne with an available classroom.

Principal Byrd explained that while a PK4 classroom may be added, an additional Kindergarten class would not be added next year but could be considered in future years if the larger enrollment is maintained.

There was a question raised about whether Tyler Elementary converting to a full Spanish immersion program would impact Payne’s enrollment.  Principal Byrd believes that it will not, because the conversion will be phased in, starting next year only with PK3 and PK4.

Before Care

Michelle raised a concern she has heard from some other parents about the need for Before Care (i.e. child care before 8:15 AM).  Without Before Care some parents have needed to consider changing jobs or leaving Payne for another school that offers Before Care.

Based on Michelle’s research with Flex Academy, it seems that 9 students would be the minimum enrollment needed to begin a program.  Michelle offered to send Principal Byrd the information she had collected.

Principal Byrd agreed to review the information from Michelle and said that she would look into it.

LSAT Collective

Steve Bowen, former LSAT Chair, announced an organization he is volunteering with to bring together LSAT representatives from across the city to discuss best practices for running an LSAT.  He invited any current Payne LSAT members to attend the upcoming meetings.

Title 1 Funding

Josh raised several questions about Title 1 Funding, firstly when does a school know if they will receive Title 1 funds for the upcoming year.  Principal Byrd explained that the designation isn’t announced each year, and Title 1 funding is identified with the initial budget allocation, not separately.  We would have to ask schools which have lost this funding to know when they learned of the change.  It is not expected to happen at Payne within the next few years.

Last Year’s Payne Budget and the Upcoming Budget Process

The group reviewed Payne’s initial allocation and submitted budget from last year.  The initial allocation shows how flexible each set of funding is.  Both the LSAT Collective and DCPS will facilitate educational sessions about the budget in the upcoming months.  

Rebecca asked Principal Byrd what would be most helpful for her from the LSAT.  Principal Byrd mentioned that Payne has been fortunate.  She asked that LSAT members become familiar with the budget process and become familiar with Payne’s student diagnostic data which will determine how budgets are allocated to best meet student needs.  

DCPS Budget Feedback Session

Josh shared general impressions from the DCPS Budget Feedback Session.  Comments largely fell into two categories of people commenting on the poor state of their school buildings and people commenting on their dislike of the new budget formulas initiated last year.  Payne LSAT members Mr Bergfalk and Ms Brown also commented in the session.

The group discussion also raised attention to the Schools First in Budgeting Amendment Act of 2021 which could impact SY23-24 funding.  Reference: https://lims.dccouncil.gov/Legislation/B24-0570

Principal Byrd reminded the group of the upcoming parent meeting where she will discuss building a strong, equitable and inclusive community in the upcoming parent meeting.

Title I Funding:

 There was a discussion regarding the possibility of losing Title I funds in the future.   Members of the LSAT are looking to learn more when a school loses its Title I funding.  If that is to happen at Payne, what will that look like?  Ms. Byrd does not believe this will be an issue in the coming years.  Models to look at will be Ludlow-Taylor and Watkins.  One thought would be to formulate questions/inquiries to see what this means.  Stacey Larracey will spearhead the effort to gather questions regarding Title I funding.  There were questions regarding the flexibility regarding enrollment.  Principal Byrd informed the group that students are allowed to enroll if this is their neighborhood school (K-5) or through the lottery for pre-k -5.

Lunch/Recess Conversation:

Discussion regarding the e-mail thread regarding Recess:

Principal Byrd reiterated what she has shared over email, that students at Payne have 30 minutes of recess (not including transitions) and 30 minutes of lunch each day and that school policy prohibits the use of recess as a consequence.  Our policy explicitly states: “Recess shall not be withheld, unless the student’s misbehavior occurred during recess.”  This policy is reviewed at the beginning of each year and monitored throughout the year.

 Ms. Chapman reported that she is still hearing that recess is “being taken,’’ however, no one has reported this claim to Principal Byrd.  If there is an issue with regard to recess and or other school operations, parents are encouraged to speak to their child’s teacher and/or Principal Byrd.  In the event a parent feels the need to raise a community-wide issue, anyone can email the LSAT email address to raise the concern to this group for consideration and discussion. 

Another suggestion was for the school to provide more detailed communication directly from the school regarding school events from Principal Byrd.  

 In an effort to build greater outreach with the parents, in accordance with Payne’s Comprehensive School Plan (CSP) goals, Principal Byrd is working on a few engagement initiatives:

  1. Payne Parent University
  2. Dads of Payne Elementary (DOPE)
  3. Coffee with the Principal
  4. Reopening the possibility for classroom volunteers

Payne has instituted the Payne Parent University.  Payne Parent University is a monthly series of workshops where staff members along with the mental health team present information on how we can work together to improve the educational and social-emotional outcomes for all students.  

Payne Parent University Topics and dates are:

  • October 12th – A Community of Learners
  • November 9th – Reading at Home
  • December 14th – Math at Home
  • January 11th – All Learners Learn
  • February 8th – Learning Love
  • March 8th – PARCC Prep
  • April 12th – Summer Learning
  • May 10th – Mentally Healthy Learners

Principal Byrd also mentioned the dad’s group that Dr. Crumb and Mr. Montes are spearheading, DOPE, Dads Of Payne Elementary.  The first event will be a dads volunteer opportunity at Field Day on November 18th.

Principal Byrd is bringing back her “Coffee with the Principal” events on some Friday mornings in order to further build community and offer another forum for direct interaction with the Principal.

Meeting Logistics

  • Welcome message from Principal Byrd and meeting kickoff.
  • Group discussion and consensus that LSAT meetings will be held on the first Wednesday of the month at 6pm.  This meeting was both in-person and on Zoom, and future meetings will be on Zoom with ad hoc in-person meetings as desired.
  • The meeting dates for SY 2022-2023 are 11/2/2022, 12/7/2022, 01/04/2023, 02/01/2022, 03/01/2023, 04/05/2023, 05/03/2023, and 06/07/2023, noting that additional meetings maybe required as budget season comes around.
  • Group discussion and consensus that Josh Smith will serve as Chair and Tiffany Brown will serve as Secretary

Communications Update

  • Principal Byrd confirmed that Remind will be the primary communication channel between Payne staff/teachers and parents.  The Payne Post will be sent through Remind and email (via Blackboard).
  • Josh Smith and Tim Gordon confirmed that school website updates were underway to reflect the new school year and associated staff directory changes.

Presentation of the Comprehensive School Plan (CSP)

  • Principal Byrd presented the CSP and mentioned the same slides would be shared with Payne parents in a meeting on Oct 12th
  • Results from the PARCC indicate that Payne had the 3rd highest gain in ELA in the City.  Our math scores dipped by 6%.
  • Group discussion noted
    • The large gap in test results across racial categories
    • The large number of goals and specificity of the goals for the year 
    • General consensus with the strategies and goals set forth in the CSP
